Leevin Taitano Camacho

Throughout his career, Leevin has been an advocate for everyday people. As the fifth elected Attorney General of Guam, Leevin led several historic efforts in the areas of public safety, consumer protection, environmental law, privacy, and national multi-jurisdictional litigation. This includes a unanimous victory before the Supreme Court of the United States in Guam v. United States, securing millions in resources to combat Guam’s drug problem through opioid litigation, and co-leading a brief joined by 18 states, territories, and the District of Columbia before SCOTUS fighting for equity in the territories. He was the first and only elected attorney general from Guam to serve on the executive committee of the National Association of Attorneys General (NAAG).   

Prior to being elected attorney general, Leevin was a general practitioner for twelve years. He has argued more than fifteen civil and criminal appeals before the Supreme Court of Guam. He has assisted the governments of Guam and the CNMI in reviewing complex environmental impact studies. He has also litigated several land rights and environmental justice cases, including a lawsuit to stop the construction of a firing range complex over Pågat Village and a case challenging the proposed development of a high-rise tower in southern Guam. He served as local counsel in a national lawsuit seeking to extend voting rights to U.S. citizens living in the territories.

From legal advocacy, to teaching in the Guam public school system, working with low-income communities in Seattle and Boston, and fighting to protect Pågat Village, Leevin has acted in the service of people.

Leevin attended John F. Kennedy High School and the University of Washington. After graduating from Boston University School of Law, he clerked for the Supreme Court of Guam before entering private practice.

Shannon Taitano

Shannon Taitano has proudly served the people of Guam for most of her 20-plus years of legal practice.  She began her public service as legal counsel to the governor of Guam for 8 years. She later joined the Office of the Attorney General of Guam where she worked in the Civil Litigation, Solicitor, and Consumer Protection divisions.  In 2019, she was promoted to Chief Deputy Attorney General and oversaw the legal policy and operations of roughly 200 staff, including over 50 attorneys.   

Her tenure in public service has garnered her a wealth of experience in public policy and legal work.  Some of the significant federal cases she worked on include the Ordot Dump Consent Decree and Receivership case, the Ordot Dump CERCLA case, the Earned Income Tax Credit (EITC) class action case, and the permanent injunction against the Guam Behavioral Health and Wellness Center. She also participated in two US Supreme Court cases involving Guam’s public indebtedness case and extending federal public benefits to the territories case. Her local appellate cases involved powers of the government. 

Shannon has also worked on numerous procurements including the largest paid government contract with the employee group health insurance and the finance, design, and construction of school facilities.  She was instrumental in many government financing deals and helped obtain millions of dollars for infrastructure and capital improvement projects.   

Outside the practice of law, she has participated in local and national organizations including Ayuda, NAAG, and the Attorney General Alliance (AGA).

Camarine Hopkins

Camarine is born and raised on our beautiful island of Guam. She has been working in the legal field for over eleven years, beginning her journey as an assistant to Attorney Leevin T. Camacho when he was a sole practitioner. Camarine handled secretarial and paralegal responsibilities for the office.

She then joined Attorney Camacho at the Office of the Attorney General when he was elected by the people as Attorney General of Guam in 2018. Camarine gained a new perspective to the legal field and grew professionally through the various roles that were taken on during the four years of public service by working closely with numerous agencies and assisting in the implementation and operation of several programs including notary and the digital archiving program.

Camarine is a mother of two children, Robin and Maelinda.
